US Terrorist Concern on UK Sharia Banks - WikiLeaks

U.S. authorities expressed concerns that Britain's growing sharia banking sector may be exploited to channel funds to terrorists, the Daily Telegraph reported, citing diplomatic cables released by WikiLeaks.

According to WikiLeaks, the U.S. State Department's concerns were such that it ordered diplomats in London to compile a report on the activities of sharia banks in Britain.

The report cited a cable sent from the office of Condoleezza Rice, former President George Bush's then Secretary of State, in June 2006.

US Feared British 'Sharia Banks' Would Finance Terrorist Groups

Financial reforms pushed through by the Labour government allowed Islamic banks to flourish in Britain, amassing assets valued at more than £12 billion.

To comply with Islamic law, their financial products do not pay or charge interest, and the banks cannot invest in alcohol, tobacco or gambling firms. But while government officials have promoted Britain's status as the most Islamic-friendly economy in the Western world, cables obtained by WikiLeaks show that the US feared the banks could be used to channel funds to terrorists.

The State Department was so concerned that it ordered US diplomats in London to compile a report on the activities of sharia banks in Britain. The cable, sent from the office of Condoleezza Rice, George Bush's then Secretary of State in June 2006, requested information on "Islamic financial institutions' vulnerability to exploitation for illicit or terrorist purposes, such as structuring accounts to mask illicit activity or money laundering". The US had particular suspicions that "charitable donations", which Islamic banks are obliged to make to comply with sharia, could be funnelled to al-Qaeda sympathisers.

Terror Donations Followed Laws of Allah

The court defense of two terrorist financiers in Indonesia show that they are true believers in the rewards of the money jihad.

Donors behind Abu Bakar Bashir’s funding operation for a terrorist training camp say that they were making their donations in order to obtain “rewards from Allah.”

Their actions were perfectly legal, even required, within the context of sharia law. Remember what the profiteer Muhammad said, “The warrior gets his reward, and the one who equips him gets his own reward and that of the warrior” (Sunan Abu Dawud, Book 14 No. 2520). The jihadist financier is doubly blessed, and these two defendants believe it to their core.

Defendants Use Faith to Justify Bashir 'Donations'

Abdul told the court that he found himself faced with a dilemma. “If I move forward and follow the orders of Allah, I will be charged under the Anti-Terror Law. But if I turn back on His orders, then I have to face His wrath.”

Two men accused of channeling funds to firebrand cleric Abu Bakar Bashir to set up a paramilitary camp in Aceh firmly maintained their innocence in two separate hearings at the South Jakarta District Court on Tuesday.

Defendant Abdul Haris, aka Haris Amir Falah, the leader of the Jakarta branch of Jemaah Anshorut Tauhid, an Islamic organization founded by Bashir, and Dr. Syarif Usman, who joined JAT last year, said they had simply made donations to a good cause.

Abdul told the court that he found himself faced with a dilemma. “If I move forward and follow the orders of Allah, I will be charged under the Anti-Terror Law. But if I turn back on His orders, then I have to face His wrath.”

He is facing nine years in jail for allegedly collecting money from donors and channeling it to Bashir.

Sharia Bank Funnels Zakat to Militants

Government officials have accused a sharia bank in Bangladesh of diverting its corporate zakat to fund Islamist militants. When hardcore Islamists are named to the advisory boards of sharia banks, and the Koran instructs Muslims to distribute zakat to those fighting in the cause of Allah (9:60), it is little wonder that the jihadist bank management diverts a share of profits accordingly. The money is probably going toward Jamatul Mujahideen Bangladesh (JMB). From the Indo Asian News Service:

Dhaka, March 1 (IANS) A bank in Bangladesh is spending eight percent of its profits to fund militants in the country, State Minister for Home Shamsul Huq Tuku has alleged.

The Islami Bank Bangladesh is spending the money through the Islami Bank Foundation, Tuku told officials here Monday at a meeting on ways to combat militancy.
